Cannabis still confined in France

The NORML France association is trying to introduce the concept of risk reduction specific to the use of cannabis to public authorities, health professionals and consumers. It presents here the tools and methods presented to limit, as much as possible, the health impact of this consumption, with a particular focus on the practice of “pre-programmed abstinence”, which took on its full significance during the lockdown period. The consequences of the health crisis on supply is also put into perspective, with the legal actions carried out by NORML France for the regulation of cannabis in a French context, marked by the introduction of a fixed tort fine for its use, the delay caught up in the experimentation with therapeutic cannabis, and the launch of a national debate in view of the forthcoming presidential election.
